Dr Flavio Häner works for the Canton of Basel-Stadt in the field of critical infrastructure protection and resilience, focusing on the strategic development of security policy, governance frameworks and regulatory approaches for complex and interconnected risk environments. His work examines how critical infrastructures can be identified, protected and governed in cross-border contexts where differing legal systems, institutional cultures and sectoral responsibilities intersect. Drawing on experience in cultural property protection at cantonal, federal and international level, as well as years of service as a volunteer firefighter, he has developed expertise in adaptive security governance, interinstitutional coordination and the development of effective resilience strategies and legal instruments. His current work focuses on the trinational Upper Rhine region (Germany–France–Switzerland), where Swiss critical infrastructure policies interact with evolving European regulatory frameworks. With an academic background in cultural history and anthropology, Flavio is Co-President of the Swiss Society for the Protection of Cultural Property and a member of the Federal Commission for the Protection of Cultural Property.

When ‘Critical’ Depends on Where You Stand: Infrastructure Governance Across Borders
This session explores how the translation of policy into practice has developed under NIS2 and CER. There still appears to be a lack of understanding around who is responsible for identifying critical infrastructures in a transnational setting, who is responsible for its security and resilience and which actors are required to report incidents, particularly under the evolving NIS-2 and the CER Directive regimes. We will examine governance models, definitions, and practical methodologies for risk assessment, compliance, and reporting.
