
Dr Oleksandr Sukhodolia

Oleksandr Sukhodolia works at the National Institute for Strategic Studies of Ukraine and takes position of a Head of Critical Infrastructure Protection, Energy and Ecological Security Department. He has extensive experience in public service and higher education. Since 1998, he has been working on issues of energy security at different positions at governmental agencies. Currently his research interests focused on the energy security, critical infrastructure security and resilience. Oleksandr has led the development of the Law of Ukraine “On Critical Infrastructure” (2021) and later contributed to drafting the regulatory acts to implement provision of the Law. O.Sukhodolia co-authored the books, namely: “Developing the critical infrastructure protection system in Ukraine” (2017), “Organizational and legal aspects of ensuring the security and resilience of Ukraine’s critical infrastructure” (2019), “Energy Security of Ukraine: Methodology of System Analysis and Strategic Planning” (2021). Oleksandr holds a Ph.D degree in Electrical Engineering and Dr. (Habil) in Public Administration.

Developing and implementing Risk Assessments under CER and NIS2 necessitates identifying critical infrastructure and entities and assessing all relevant hazards and threats, including natural induced disasters like floods and earthquakes and man-made incidents. Integrated governance ensures these assessments inform robust resilience planning and emergency management frameworks. It is important to establish clear responsibilities, communication protocols, and coordinated actions across sectors to prepare for, respond to, and recover from disruptions caused by both cyber and physical events, ensuring continuity of essential services.
