Antonella Calò is a consultant at the European Commission – the Joint Research Centre (JRC) working at the intersection of data science, semantic technologies and critical infrastructure resilience against hybrid threats. Her work focuses on systemic risk, cross-sector dependencies, hybrid threats and conflict-related risk analysis, supporting situational awareness, interoperability and evidence-based decision-making.
As part of her doctoral research, her interdisciplinary background combines legal and policy analysis, linguistics, OSINT, ontology engineering, data engineering and AI-based methods.
She applies her linguistic expertise to computational linguistics, developing OSINT-oriented pipelines based on Large Language Models, feature extraction and semantic modelling, particularly in relation to European frameworks such as CER, NIS2, DORA, SEVESO III, TEN-E and TEN-T, and in the context of hybrid threats.

Understanding these interdependencies is essential for effective protection and resilience. This session explores how to identify systemic risks, model cascading effects, and strengthen cross-sector coordination to mitigate disruptions, enhance situational awareness, and ensure continuity of essential services in an increasingly complex threat landscape.

  • Emerging & Evolving Threats against CI

    Critical infrastructure faces increasingly complex and evolving threats. Cyberattacks are growing more sophisticated, terrorism remains a concern, and climate change is making natural disasters more unpredictable. New dangers such as drone attacks, misuse of artificial intelligence, evolving hybrid threats and state sponsored attacks further complicate the landscape. A key challenge is how to effectively identify, monitor, and understand these diverse and emerging threats.
